BY-LAWS OF THE MEN’S CLUB
OF VALLE VISTA GOLF CLUB
ARTICLE I. Organization Name & Purpose: The organization shall be a not-for
profit organization and shall be known as the "Men’s Club". The purpose
of the Men’s Club shall be to:
a. Promote & provide benefits relative to the game of golf to members of
the Men’s Club.
b. To provide social events for the members and their families.
ARTICLE II. Club Members: Club members shall include two categories of members:
Voting members shall be accorded all rights privileges defined by these by-laws.
a. Voting members shall have paid the current membership fee.
b. Honorary members shall have restricted rights and privileges defined by the
officers of the Men’s Club.
ARTICLE III. Eligibility (Choose-Up and Special Events): Eligibility of voting
members, honorary members, and guests shall be as follows:
a. A voting member shall be eligible for all choose-ups and special events,
providing he meets the deadline and field limit requirements for a given choose-up
or special event. He shall also provide acceptable proof of handicap when requested
in order to participate in the choose-ups and special events of the Men’s Club.
b. An honorary member may participate in any Men’s Club sanctioned function/event
at the discretion of the club officers.
c. Guests may participate in club-sanctioned choose-ups and events at the discretion
of the club officers not to exceed 2 times. Individual guests shall be restricted
from repetitive participation in club events without changing status, i.e. becoming
a voting member.
d. Past members who have not paid the current year Membership fee by April 1-shall
be removed from the roster of voting members. Club officers may, at their discretion,
consider any extenuating circumstances for a non-paid member and extend a temporary
participation privilege to that past member.
e. Club championship tournaments require each entered participant to have completed
pre-tournament requirements. Each player should have competed in a minimum of
5 chooses and establish a Valle Vista GHIN handicap prior to the championship
event.
(Editorial comment: Chooses mentioned above shall be individual
scoring events. Tournament events like scrambles, match play and alternate shots
are not included.)
f. Item e may be waived by the current year Elected president.
ARTICLE IV. Elected Officers of the Men’s Club: Officers of the Men’s Club shall
be as follows:
a. Elected officers: The club officers shall be elected by procedures approved
by voting members of the Men’s Club. Elected officers shall be:
1. President
2. 2 Vice-Presidents
3. Secretary
4. Treasurer
b. Appointments: The Men’s Club president may appoint directors and tournament
chairmen as required to administer and perform the desired functions/tasks for
the Men’s Club.
c. Term of office: Officers of the Men’s Club shall hold office for a term of
one-year (election to election). Officers may be re-elected at the discretion
of the voting members of the Men’s Club.
ARTICLE V. Annual Membership Fee: Officers of the Men’s Club shall establish
an annual membership fee. All Men’s Club membership fees shall be collected
and recorded by Valle Vista so that an accurate roster can be maintained.
a. Three dollars from each membership fee shall be allocated to the hole-in-one
fund, except when the hole-in-one fund has reached the designated maximum limit
defined by article Vb. of these bylaws. The fund shall be divided into even
shares for each hole-in-one during the operating season and be presented to
the voting members (only) who have scored holes-in-one as an eligible participant
in a sanctioned Men’s Club event. In the circumstance that no hole-in-one is
scored during a given operating season, the hole-in-one fund shall be carried
over to the next operating season.
b. The hole-in-one fund shall be limited to a maximum of $2000.00. Funds normally
designated for the hole-in one fund shall be used for other needs/purposes of
the Men’s Club when the hole-in-one fund reaches the maximum limit defined in
article Va. of these bylaws.
ARTICLE VI. Weekend/Holiday Choose-Ups: During the operating season of Valle
Vista Golf Club, weekend (Saturday; Sunday and holiday) choose-ups will be conducted
unless pre-empted by a Men’s Club special event or an outside (private) event.
Those players wishing to participate are required to pay the choose-up entry
fee and Men’s Club fund fee by the established deadline on the day of the scheduled
choose-up. Format of the choose-up shall be at the discretion of the club officers
and the professional staff of Valle Vista Golf Course.
ARTICLE VII. Weekday Choose-Ups: During the operating season of Valle Vista
Golf Course, weekday choose-ups will be conducted at the discretion of the Men’s
Club officers or directors present, or the head professional/assistant professional(s),
respectively. Sanctioned choose-ups will require payment of the standard Men’s
Club fund fee and a discretionary choose-up entry fee. The entry fee will be
set by officers or chairman present or in their absence, the professional golf
staff.
ARTICLE VIII. Tournaments/Special Events: The Men’s Club officers shall be responsible
for organizing, conducting, and administrating a schedule of tournaments and
special events during the operating season. The schedule and format of the planned
tournaments and special events will be submitted to the voting members at the
spring (opening) business meeting. The officers may appoint tournament chairmen/special
events chairmen to assist in conducting the scheduled tournaments and special
events.
ARTICLE IX. Completed Choose-Ups/Tournaments: The following criteria shall be
used to define a completed choose-up or tournament abbreviated by inclement
weather conditions:
a. If a minimum of 1/3 of the total teams has completed play, this constitutes
a match. If less than 1/3 of the total teams have completed play, the match
shall be declared void and any entry and club fund fee will be refunded greens
fee is not included in this policy.
b. A minimum of nine (9) holes constitutes a match for eighteen (18) hole tournaments.
c. Choose-ups must be concluded on the same day started or canceled at the discretion
of the Men’s Club officers.
d. Decisions regarding completion of multiple day tournaments will be the responsibility
of the tournament chairman, Men’s Club officers, and the professional staff
Valle Vista Golf Course. This will be specified on the local rules sheet for
the event being conducted.
ARTICLE X. Revenue and Fees: Sources of revenue and assessed fees shall be as
follows:
a. Revenue is derived from the annual membership fee (Article V.) and the club
fund fee, which is collected each time a member or a guest participates (plays)
in a sanctioned Men’s Club choose-up.
b. Assessed fees are choose-up entry fees and tournament entry fees. All entry
fees are to be returned to participants as merchandise certificates or prize
money.
c. Skin pot fees are optional fees (to the participants and are to be returned
to participants as prize money.
ARTICLE XI. USGA Handicaps: USGA handicaps shall be established for each voting
member in accordance with procedures defined by the USGA. New voting members
shall provide a minimum of ten (10) scorecards to be used to establish a handicap.
a. The task of compiling data used for computing USGA handicaps shall be performed
by the handicap chairman and assistant(s) as required.
b. The handicap of a member or guest may be changed at any time by the handicap
chairman or president or designated officer.
ARTICLE XII. USGA Rules of Golf: Players shall follow the USGA rules of golf
as amended by any local rules.
ARTICLE XIII. Local Rules: Local rules/preferred lies may be implemented at
the discretion of the rules committee composed of the officers, rules director
and the head professional as follows:
a. Local rules may be used when abnormal conditions dictate in accordance with
the USGA rules of golf.
b. Preferred lies shall be used at the discretion of the rules committee and
shall be defined by procedures detailed by the rules director.
ARTICLE XIV. Rules Committee: The president shall appoint a voting member to
be the director of rules. The rules committee shall be composed of the following:
a. The rules director.
b. The Men’s Club officers.
c. The head professional and assistant professionals.
d. Tournament chairman of the event in progress.
ARTICLE XV. Grievances/Appeals: All voting members have the right to address
grievances and appeals to the Men’s Club officers.
ARTICLE XVI. Business Meetings: Business meetings may be called as required
by the Men’s Club officers. Two annual meetings shall be held as a minimum,
as follows:
a. Spring: Present season schedule to membership.
b. Fall: Review season and conduct election of officers.
ARTICLE XVII. Awards/Banquet: Each tournament will be awarded as completed:
a. Present trophies and awards to members.
b. Present the hole-in-one fund to qualified recipients at the fall meeting
at the end of each season.
ARTICLE XVIII. Notification of Members: The Men’s Club officers shall be responsible
for notification of the membership regarding the schedule of events and other
business of the organization. The method of notification used shall be periodic
mailings (newsletter, email, tournament entry forms, handicap cards, etc.).
ARTICLE XIX. The Professional Golf Staff: The head professional and/or the assistant
professional(s) at Valle Vista Golf Course shall be considered consultants to
the Men’s Club on all matters regarding:
a. Scheduling and rescheduling of all club events.
b. Rules of golf.
c. Grievances by or about the Men’s Club
ARTICLE XX. Amendment/Change of By Laws: Approval by a minimum of thirty (30)
or 10% voting members shall be required to amend or change the by laws of the
Men’s Club.
ARTICLE XXI. Dress Code:
a. Shirts must be worn at all times.
b. No tank tops allowed only shirts with collars.
c. Shorts should be Bermuda style shorts (no swim suits) .
ARTICLE XXII. Code of Conduct:
a. Men’s Club members must follow all local rules.
b. Keep carts off tees away from greens etc.
c. Be courteous to other members. Violators may be suspended from further play
in Men’s Club events at the discretion of the Men’s Club officers.
d. No refund of Men’s Club dues or event fees is due to violator.
